Tax RatioThe tax ratio is the comparison between a country's tax revenue and the size of its economy, measured by Gross Domestic Product (GDP), over a given period. Expressed as a percentage, it shows how large a share of economic activity is successfully collected as tax revenue. The higher the ratio, the more effectively the state collects tax from the flow of the economy. Governments use the tax ratio as a performance indicator for taxation and as a basis for setting revenue targets in fiscal policy documents such as the Macroeconomic Framework and Fiscal Policy Principles (KEM-PPKF). The ratio is also frequently compared across countries to assess the room for improving tax collection.

Tax Refund (Restitusi)A Tax Refund (Restitusi) is the return of overpaid tax to a taxpayer who has paid, or had withheld/collected, more than the actual tax due. Governed by Articles 17 and 17B of UU KUP and Article 9 paragraph (4) of the VAT Law. The process: apply in the return, DJP audits, and issues an SKPLB if the overpayment is confirmed. Processing times: 12 months for corporate PPh; 12 months for general VAT; 8 months for low-risk PKP (accelerated refund). DJP pays 2% monthly interest on late refunds.

Tax Research (Penelitian)Tax research (penelitian) is a set of activities carried out to assess the completeness of a tax return (SPT) and its attachments, including assessing the correctness of the writing and the calculation (Article 1 number 30 of the KUP Law). Research is administrative and document-based, so it is less deep than a tax audit (pemeriksaan), which tests the books in full. In modern Coretax-based administration, research validates withholding slips, collection slips, payments via the state revenue transaction number (NTPN), and tax invoices electronically. Research is the backbone of the preliminary tax refund mechanism, because that refund is granted through research rather than an audit.

Tax Treaty (P3B / Double Tax Agreement)A Tax Treaty (P3B) is a bilateral agreement between two countries to avoid double taxation and prevent fiscal evasion on income sourced in either country. Governed by Article 32A of the Income Tax Law. Indonesia has tax treaties with over 70 countries. Treaties cover: taxation rights over business income, dividends, interest, royalties, and capital gains; PE definitions; and Mutual Agreement Procedure (MAP) for dispute resolution. Foreign taxpayers must present a Certificate of Residence (SKD) to claim treaty benefits.

Tax Underpayment Assessment (SKPKB)An SKPKB (Tax Underpayment Assessment) specifies the principal tax, tax credits, shortfall, administrative penalties, and total tax still due. Governed by Article 13 of UU KUP. DJP issues an SKPKB when: an audit reveals underpayment; an annual return is not filed within the deadline; other information shows tax unpaid or underpaid; bookkeeping obligations are unfulfilled. SKPKB penalties: 2% monthly interest (max 24 months) or a 50-100% surcharge depending on the tax type and grounds for issuance.

Tax Withholding CertificateA Tax Withholding Certificate is an official document issued by the withholding agent (employer, treasurer, or other payment maker) as proof that tax has been deducted from the taxpayer's income. Governed by Article 23 paragraph (1) of Law No. 28/2007 on General Tax Provisions and Procedures (UU KUP) and Ministry of Finance Regulation No. 168/PMK.03/2023 for PPh 21. For permanent employees, the PPh 21 withholding certificate is Form 1721-A1. For civil servants, military personnel, and police, Form 1721-A2 is used. The certificate must be issued and delivered to the income recipient within one month after the tax year ends, typically by end of January. This document serves three critical purposes: (1) Proof that tax withholding occurred, (2) Tax credit when filing the annual return, (3) Supporting documentation for claiming refunds (restitusi) if there is excess tax paid.

Taxable Goods (BKP)Taxable Goods (BKP) are goods subject to VAT under the PPN Law. Governed by Article 1 paragraph 3 and Article 4A of the VAT Law (No. 8/1983 as amended by No. 7/2021). As a rule, all goods are BKP unless explicitly exempted by law. Exempted goods include: raw minerals extracted directly from the source, basic food staples (rice, corn, sago, soybeans, sugar, vegetables, and fruit), and food/beverages served at hotels, restaurants, and eateries (subject to regional tax instead).

Taxable Income (Corporate)Corporate Taxable Income is the fiscal net income after loss compensation, multiplied by the corporate tax rate to compute tax due. Governed by Article 16 of the Income Tax Law. Calculation: Gross Income minus Allowable Expenses (Article 6 of the Income Tax Law) = Commercial Net Income; apply fiscal corrections (positive and negative) = Fiscal Net Income; deduct prior-year loss carry-forwards = Taxable Income.

Taxable Services (JKP)Taxable Services (JKP) are services subject to VAT under the PPN Law. Governed by Article 1 paragraph 6 and Article 4A of the VAT Law. Like BKP, all services are JKP by default unless explicitly exempt. Exempt services include: medical healthcare, social services, postage stamp mail delivery by PT Pos Indonesia, financial services, insurance, religious services, education, and public transportation. PKPs supplying JKP must issue a Tax Invoice; VAT is due at the point of service delivery.

TaxpayerA Taxpayer (Wajib Pajak) is any individual or entity, including tax payers, withholding agents, and tax collectors, that holds tax rights and obligations under Indonesian tax law. Defined in Article 1 paragraph 2 of Law No. 28/2007 on General Tax Provisions and Procedures (UU KUP). Individual Taxpayers include any person with income above the non-taxable threshold (PTKP) from any source: employment, business, investments, or other sources. Citizenship is not a determining factor; both Indonesian residents and foreign nationals domiciled in Indonesia can be individual taxpayers. Corporate Taxpayers (Wajib Pajak Badan) include all legal entities established or domiciled in Indonesia, such as: Limited Liability Companies (PT), Partnerships (CV), Firms, Cooperatives, Foundations, and other legal entities. Corporations must pay income tax (PPh Badan) on net profits. Core taxpayer obligations: (1) Register and obtain NPWP, (2) Calculate tax liability, (3) Pay taxes on time, (4) File annual returns and supporting documents.

Taxpayer Meeting Certain RequirementsA Taxpayer Meeting Certain Requirements is a category of taxpayer entitled to a preliminary refund of overpaid tax under Article 17D of the KUP Law. Unlike a Taxpayer With Certain Criteria (Article 17C), which is judged on a compliance track record, this category is defined by quantitative thresholds: the level of business turnover and the amount of overpayment within a tax period or year. When those thresholds are met, the refund is granted through a research mechanism rather than a full audit, making the process faster. Because the assessment is number-based, this route is often used by small and medium taxpayers whose overpayments are modest.

TER (Effective Average Rate)TER (Tarif Efektif Rata-rata / Effective Average Rate) is the method for calculating PPh Article 21 withholding effective January 1, 2024 under Ministry of Finance Regulation No. 168/PMK.03/2023. TER replaces the more complex monthly progressive rate method with a simpler, more transparent calculation. There are two types of TER: (1) Monthly TER, used for January through November of each year, (2) Annual TER (using Article 17 para. 1 rate), used for December as the final tax settlement for the year. TER is divided into three categories based on the taxpayer's PTKP (non-taxable income) status: Category A: Single with TK/0, TK/1, or Married K/0 (basic/entry status), Category B: TK/2, TK/3, Married K/1, or K/2 (intermediate status), Category C: Married K/3 (highest status). The complete TER table with detailed rates for each income range is in the Annex to PMK 168/2023. Each month, withholding agents use this table to calculate PPh 21 based on salary level and employee PTKP status.

TKDN (Local Content Level)TKDN (Tingkat Komponen Dalam Negeri, or Local Content Level) is the percentage of domestically produced components in a good or service, measured against the total components that make up the product. A higher TKDN means a larger share of the product comes from Indonesian materials, labor, and production processes. The government uses TKDN as a condition for granting certain facilities, including tax facilities. In the context of electric vehicle incentives, government-borne VAT (PPN DTP) is granted only to vehicles produced domestically with a minimum TKDN of 40 percent, so fully imported (CBU) cars do not qualify. TKDN is not a type of tax: it is a measure of local content that determines whether a product is eligible for an incentive.

Transfer PricingTransfer Pricing is the determination of prices in transactions between related parties (affiliates). In Indonesia, it is governed by Article 18 of the Income Tax Law and PMK No. 172/PMK.03/2023. The DJP may adjust transfer prices that do not meet the arm's length principle (Prinsip Kewajaran dan Kelaziman Usaha / PKKU). Taxpayers transacting with affiliates must prepare Transfer Pricing Documentation (TP Doc) comprising a Master File, Local File, and Country-by-Country Report (CbCR) if certain thresholds are met.
